Some key highlights effecting the college transfer community:

1. Institutions must publish their Transfer Policies.  The actual regulations will have to be developed in 2009.

2. Institutions must publiish and support a Net Price Calculator by 2010.  Not a great deal of specifics on how this will work for college transfer students.  But, a specification will be crafted and distributed by the Department.

On December 31, 2008, the Department published a notice in the Federal Register announcing its intent to establish five negotiated rulemaking committees to prepare proposed regulations under Title IV of the Higher Education Act of 1965, as amended.
