President Barack Obama in the State of the Union Address again called for the U.S. to invest in our people not just in the infrastructure and businesses that are the foundation of our economy. Six months ago, the president proposed spending $12 billion over the next decade to improve programs, courses and facilities at community colleges so that they can produce an additional 5 million graduates by 2020 called the American Graduation Initiative. The Obama administration also outlined its plan to teach Americans the skills they need to compete with workers from other nations. What are the specific measures being introduced?

The Higher Education Act, which originated in 1965, focuses most of the legislative emphasis on government policy focused toward student access and affordibility. Which is another way of saying financial aid. But, we are finally approaching a new era. Congress is now considering the importance of student completion, success and graduation. This has elevated college transfer as an issue that the country's higher education institutions should face to support lower cost and faster completion rates. Transfer disclosure is one way of helping students plan course work prior to transfer. The responsibility to disclose transferability prior to taking a course is a consumer friendly way of helping reduce the transfer friction or tax added when a student attempts to get course credit at a destination school. Transferablity does not mean course credits count toward a degree. It may just mean you will get the credit as electives. A couple of months ago, CollegeTransfer.Net hit a milestone quietly. That is, we reached 600,000 course equivalencies in the Course Atlas. This may seem insignificant, but it is a reflection that our long term strategy to help institutions publish their transfer information including course equivalencies is working. Along the way, CollegeTransfer.Net has also amassed the largest collection of Transfer Articulation Agreements.

A few years ago, I bought a cool HDTV with DLP. The TV’s bulb needed to be replaced. So, I Goggled and found the company’s website and PDF manual. A few minutes later, I found the bulb information. Then, I ordered the replacement bulb needed through their commerce website. In a few days, my TV was up and running.
In another example, I was upgrading my Pentium XP to Windows Vista. I needed to update the device drivers for the Pentium Computer. So, I visited the company’s website and found the drivers and downloaded the PDF documentation I needed for the upgrade. Within a few minutes, I finished installing my update to Vista.

One of our long term objectives has been to highlight information that is useful to prospective college transfer students before they transfer. Transfer information is all over the place. In fact, it can be found on thousands of websites and publications making it very diffcult to compare. In July 2008, AcademyOne launched our Transfer Profiles on CollegeTransfer.Net. Our goal was to establish the Transfer 500 bringing together, in one place, a virtual information profile on the nation's transfer friending institutions. It took Congress over eight years to reauthorize the Higher Education Act of 1965. This landmark bill was signed by President Bush in August 2008. It is a massive piece of legislation that was designed to help move the political discussion in an election year, rather than challenge the status quo and debate the hundreds of programs and funding measures left on the table without any authorization. This will mean there will be a great deal of emphasis on negotiated rule making for the next administrations. College Transfer is impacted by the HEOA 2008, a short name given to the act passed by both houses and signed into law.
